The OIM/facility manager competence assessment for one person covers a period of 1.5 days. For 2 persons it is 2.5 days.
The assessment can be undertaken as a stand-alone event but the assessment process is a natural next step after formal training and is often incorporated as final part of the training process
It is recommended that a period of time (half day or 1 day) is included to provide coaching to the candidate to ensure that any non-standard performance issues are rectified.
Assessment method
The assessment method is principally through demonstration of competence while acting as OIM/facility manager during a number of emergency simulations.
The simulations normally are based upon the candidate’s own facility and its procedures. If it is not practical to use the candidate’s facility it is possible that a generic facility could be used.
For the assessment simulations the candidate will need a supporting team with similar skills and understanding to the team that would normally support him/her on their facility. It is advisable for the candidate to bring their own team to the assessment.
BTM will provide a roleplayer team (3) and, in addition, a Course Director, this team will roleplay the exercises using the facility and client company procedures. The simulations are based upon recognised risks and hazards specific to the facility involved. Plans, procedures and any process and F&G screens used will be similar to the screens at the candidate’s facility.
The candidate’s company is expected to provide at least one person in the roleplayers’ room to provide technical advice to the roleplayers during the exercises.
3 assessed exercises will be delivered with each exercise covering various pre-specified hazards and content. The exercises will be based upon risks specific to the facility involved and identified during major hazard risk assessments and/or stated as part of the safety case study. A fourth assessed exercise may be carried out if the first three exercises do not manage to cover all the criteria to be demonstrated.
The assessed exercises will be pre-ceded by a warm up unassessed exercise.
Two assessors are required for the assessment. One assessor is required to be a discipline expert and the other assessor is required to be a qualified assessor familiar with offshore emergency management and the OPITO OIM assessment process.
The assessors can be provided in the following way:
The client company can provide one assessor (discipline expert i.e. line manager or other) and BMTM will provide the other or,
BMTM can provide both assessors.
